These Terms of Service ("Terms") govern your use of IPrating.net and all related services, APIs, and products (collectively, the "Service"). These Terms constitute a binding agreement between you and Virtunio Ltd. ("IPrating," "we," "our," or "us"), a company registered in Cyprus (EU), the provider and operator of the Service.
By accessing or using the Service, you agree to be bound by these Terms. If you are using the Service on behalf of an organization, you represent that you have the authority to bind that organization to these Terms, and "you" refers to both you and that organization.
PLEASE READ THESE TERMS CAREFULLY. THEY CONTAIN IMPORTANT INFORMATION ABOUT YOUR RIGHTS AND OBLIGATIONS, INCLUDING LIMITATIONS ON LIABILITY AND A DISPUTE RESOLUTION CLAUSE.
2. Changes to Terms
We may modify these Terms at any time at our sole discretion. If we make material changes, we will notify you by:

Your continued use of the Service after such notification constitutes acceptance of the modified Terms. If you do not agree to the modified Terms, you must stop using the Service.
3. Account Registration and Security
3.1 Account Creation
To access certain features of the Service, you must create an account. You agree to:

4. API Access and Usage
4.1 API tokens
Upon registration, you will receive API tokens to access our IP intelligence services. You agree to:
- Keep your API tokens confidential and secure
- Not share your API tokens with unauthorized third parties
- Use API tokens only for your internal business purposes
- Immediately notify us if your API tokens are compromised
4.2 Acceptable Use
You may use the Service for legitimate business purposes, including:
- IP geolocation and geographic content delivery
- Fraud detection and prevention
- Security and threat intelligence
- Network performance optimization
- Compliance and regulatory requirements
- AI safety and content moderation
4.3 Prohibited Uses
You may not use the Service to:
- Violate any applicable laws, regulations, or third-party rights
- Engage in fraudulent, deceptive, or misleading activities
- Harass, abuse, or harm individuals or groups
- Distribute malware, viruses, or other harmful code
- Attempt to reverse engineer, decompile, or extract our databases
- Resell, redistribute, or sublicense our data without authorization
- Scrape, data mine, or systematically extract data beyond your subscription limits
- Interfere with or disrupt the Service or our infrastructure
- Use the Service for surveillance, stalking, or tracking individuals at a household or personal level
- Attempt to identify individuals or households using our data
- Bypass rate limits or access controls
- Use our data to determine precise physical locations beyond city-level accuracy
4.4 Privacy-Respecting Geolocation
IPrating is committed to privacy-respecting geolocation services:
- We do not provide location data more granular than city level
- We do not provide ZIP codes, postal codes, or street addresses
- We do not provide data that could identify specific households or individuals
- Our geolocation accuracy is intentionally limited to approximately 98% at city level
- We consider more precise location tracking to be a breach of privacy
- We do not store or maintain any means of associating IP addresses with specific individuals or households
5. Subscription Plans and Billing
5.1 Subscription Tiers
We offer various subscription plans with different features, rate limits, and pricing. Current plans and pricing are available at https://www.iprating.net/pricing.
5.2 Payment Terms
- Subscription fees are billed in advance on a monthly or annual basis
- All fees are non-refundable except as required by law or expressly stated in these Terms
- You authorize us to charge your payment method for all fees incurred
- If payment fails, we may suspend or terminate your access to the Service
5.3 Price Changes
We reserve the right to change our pricing with at least 30 days' advance notice. Price changes will not affect your current billing cycle but will apply to subsequent renewals.
5.4 Taxes
All fees are exclusive of applicable taxes, duties, and levies. You are responsible for paying all such taxes except those based on our net income.
6. Data Sources and Aggregation
IPrating operates as a data aggregator, collecting, processing, and enriching IP intelligence data from multiple sources. We create some of this data ourselves and aggregate some from trusted sources.
6.1 How We Obtain IP Data
Generally, IP information is obtained by triangulating and calculating latency on the network. Common methods include:
- Analyzing ping latency across a network
- Checking databases of IP address blocks
- For mobile devices, using GPS or cell tower triangulation
The accuracy varies greatly; database lookups may point to the ISP's main office, while advanced ping analysis can pinpoint a user's location with more precision. This is why we aggregate and consolidate multiple data sources before merging everything into our database service.
6.2 Data Sources
Location Data Sources:
- Global infrastructure providers: Cloudflare, Google Analytics, Vercel (used as data sources only, not infrastructure dependencies) - Services used by billions of devices daily. IP location is triangulated based on network latency and proximity to servers in known locations
- Regional Internet Registries (RIRs): Official organizations that assign IP addresses and manage IP block transfers between ISPs. This is how we know when an ISP buys 50,000 addresses for a specific country - this information is public
- Public databases: REST Countries API (official country information), IANA Timezone Database (official timezone identifiers), Wikipedia (general geographic information)
- Network analysis: Latency-based triangulation from servers in known locations
Security Data Sources:
- Public proxy lists: Known VPN and proxy server IP addresses
- Threat intelligence feeds: Information about malicious IPs
- Proprietary algorithms: Custom detection and scoring models developed in-house
Data Updates: We combine all these sources and update our database weekly to keep it current.
Proprietary Data and Enrichment:
- Our own cybersecurity algorithms (proxy detection, VPN detection, threat intelligence)
- E-commerce risk scoring and fraud detection models
- Data quality improvements and accuracy enhancements
- Real-time threat intelligence analysis
We aggregate, normalize, and enrich data from these sources to provide comprehensive IP intelligence services. Our proprietary algorithms add significant value, particularly in cybersecurity and e-commerce applications.
6.3 No Scraping or Data Mining Policy
We strictly prohibit and do not engage in:
- Scraping, crawling, or unauthorized data extraction from other IP intelligence services
- Cloning, copying, or replicating proprietary databases from competitors
- Purchasing or acquiring scraped or stolen location data
- Data mining from services we do not have explicit permission to use
- Any form of unauthorized access to third-party databases or APIs
Our Ethical Data Practices:
- We use only public sources with proper attribution where legally required
- We respect intellectual property rights of all data providers
- We do not aim to compete by copying high-accuracy location data
- We intentionally provide lower geolocation accuracy (city-level only) as we believe high-precision location tracking is unethical
- We provide information to help site owners make decisions about their traffic, not to track individuals online
- We do not intentionally acquire or use data obtained through unauthorized means
Our Philosophy: We believe that precise geolocation (street-level, ZIP code, or household-level) is a breach of privacy. Our service is designed to provide ultra-fast and sufficient intelligence for legitimate business purposes (fraud prevention, content localization, analytics) without enabling individual surveillance or tracking. We do not aim to provide high-accuracy geolocation services; we offer a privacy-respecting alternative.
All data sources we use are either:
- Licensed, open-source or publicly available (RIR data, public IP allocations)
- Provided by our infrastructure partners (Google, Cloudflare)
- Generated by our proprietary algorithms (cybersecurity intelligence, e-commerce scoring)
6.3 Data Processing Role
When you use our Service, we act as a data processor on your behalf. We process IP addresses you submit through our API to return intelligence data. We do not:
- Store associations between IP addresses and your end users
- Maintain logs that could identify individuals or households
- Create profiles of individuals based on IP addresses
- Store or share your API queries with third parties (except as required by law)
7. Intellectual Property
7.1 Our Intellectual Property
The Service, including our proprietary algorithms, enriched databases, software, APIs, documentation, trademarks, and content, is owned by IPrating.net and protected by intellectual property laws. We grant you a limited, non-exclusive, non-transferable, revocable license to use the Service in accordance with these Terms.
7.2 License Restrictions
You may not:
- Copy, modify, or create derivative works of our data or software
- Reverse engineer, decompile, or disassemble any part of the Service
- Remove or obscure any proprietary notices or labels
- Use our trademarks without prior written permission
- Create a competing service using our data
7.3 Data Usage Rights
You may use data obtained from the Service for your internal business purposes. However, you may not:
- Resell or redistribute our data to third parties without a separate OEM agreement
- Publish or share our data in publicly accessible databases
- Use our data to create competing IP intelligence products

7.4 Your Data
You retain all rights to data you provide to us. By using the Service, you grant us a license to use your data solely to provide and improve the Service.
8. Service Level and Availability
8.1 Uptime Commitment
We strive to maintain 99.9% uptime for our API services. However, we do not guarantee uninterrupted access and may experience downtime for:
- Scheduled maintenance (with advance notice when possible)
- Emergency maintenance and security updates
- Events beyond our reasonable control (force majeure)
8.2 No Warranty
THE SERVICE IS PROVIDED "AS IS" AND "AS AVAILABLE" WITHOUT WARRANTIES OF ANY KIND, EITHER EXPRESS OR IMPLIED, INCLUDING BUT NOT LIMITED TO WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, NON-INFRINGEMENT, OR ACCURACY OF DATA.
9. Limitation of Liability
TO THE MAXIMUM EXTENT PERMITTED BY LAW:
9.1 Exclusion of Damages
WE SHALL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, PUNITIVE, OR EXEMPLARY DAMAGES, INCLUDING BUT NOT LIMITED TO:
- Loss of profits, revenue, or business opportunities
- Loss of data or information
- Business interruption
- Loss of goodwill or reputation
- Cost of substitute services
9.2 Liability Cap
OUR TOTAL LIABILITY FOR ALL CLAIMS ARISING FROM OR RELATED TO THE SERVICE SHALL NOT EXCEED THE AMOUNT YOU PAID US IN THE 12 MONTHS PRECEDING THE CLAIM, OR €100, WHICHEVER IS GREATER.
9.3 Exceptions
Some jurisdictions do not allow the exclusion or limitation of certain damages. In such jurisdictions, our liability is limited to the maximum extent permitted by law.
10. Indemnification
You agree to indemnify, defend, and hold harmless IPrating, Virtunio Ltd., and our officers, directors, employees, agents, and affiliates from any claims, damages, losses, liabilities, and expenses (including reasonable attorneys' fees) arising from:
- Your use or misuse of the Service
- Your violation of these Terms
- Your violation of any third-party rights
- Your violation of applicable laws or regulations

- No precise addresses: We do not provide ZIP codes, postal codes, or street addresses
- No user tracking: We do not store associations between your API queries and end-user identities
- No profiling: We do not create profiles of individuals based on IP addresses
- Data minimization: We only process data necessary to provide our services
11.6 Your Rights as a Data Controller
When you use our Service, you remain the data controller for any personal data you process. You are responsible for:
- Ensuring you have a legal basis to process IP addresses
- Providing appropriate privacy notices to your end users
- Honoring data subject rights requests from your end users
- Complying with applicable data protection laws in your jurisdiction
11.7 Data Security
We implement industry-standard security measures to protect your data, including:
- Encryption in transit (TLS 1.3)
- Encryption at rest for sensitive data
- Regular security audits and penetration testing
- Access controls and authentication
- Incident response procedures
However, no system is completely secure, and we cannot guarantee absolute security.
12. Termination
12.1 Termination by You
You may terminate your account at any time by:
- Canceling your subscription through your account dashboard

Termination does not entitle you to a refund of prepaid fees.
12.2 Termination by Us
We may suspend or terminate your access to the Service immediately, without prior notice, if:
- You violate these Terms
- Your account is inactive for an extended period
- We are required to do so by law
- We discontinue the Service (with reasonable notice)
12.3 Effect of Termination
Upon termination:
- Your right to access and use the Service immediately ceases
- You must cease all use of our data and APIs
- You must delete all copies of our data in your possession
- Provisions that by their nature should survive termination will remain in effect
13. Dispute Resolution

These Terms are governed by the laws of the Republic of Cyprus and the European Union, without regard to conflict of law principles.
13.2 Informal Resolution
Before initiating formal proceedings, you agree to contact us to attempt to resolve any dispute informally.
13.3 Jurisdiction
Any disputes arising from these Terms or the Service shall be subject to the exclusive jurisdiction of the courts of Cyprus.
14. General Provisions
14.1 Entire Agreement
These Terms, together with our Privacy Policy and any other policies referenced herein, constitute the entire agreement between you and IPrating regarding the Service.
14.2 Severability
If any provision of these Terms is found to be invalid or unenforceable, the remaining provisions will remain in full force and effect.
14.3 Waiver
Our failure to enforce any right or provision of these Terms does not constitute a waiver of that right or provision.
14.4 Assignment
You may not assign or transfer these Terms or your rights hereunder without our prior written consent. We may assign these Terms without restriction.
14.5 Force Majeure
We are not liable for any failure or delay in performance due to circumstances beyond our reasonable control, including acts of God, natural disasters, war, terrorism, labor disputes, or internet service failures.
14.6 Export Compliance
You agree to comply with all applicable export and import laws and regulations in your use of the Service.

We may provide notices to you via email, postal mail, or postings on the Service. Notices are effective when sent or posted.
